Calls on the European Commission to create comprehensive rules for driver or operator responsibilitiessetting out the responsibilities of the manufacturer, driver or operator at every level of automation across all modes of transport; underlines that those responsibilities need to be clearly communicated through commercial labelling or other forms of communication; points out that that fair access to vehicle data and resources for all stakeholders in the sector is a prerequisite for ensuring the safety of vehicles throughout their life cycle, in particular by means of regular maintenance and servicing; calls on the Commission to propose adaptations to existing vehicle type-approval rules to take account of these major developments and thus ensure vehicle and user safety as well as access to vehicle data and resources for all stakeholders in the industrial chain;

Recalls that funding for current research and experimentation programmes concerning UAVs, such as U-Space, currently run by SESAR-JU, will have to be increased in future budgeting periods; notes that these experiments, which have made it possible to test the deployment of a large fleet of UAVs in real-life conditions while ensuring maximum safety in air-traffic management and the attendant security conditions, could serve as an example for experiments on autonomous surface vehicles;
