Proposes that the European Parliament, adopting a more democratic and open stance, should, on the basis of a decision by the committee concerned, be able to give nongovernmental organisations, i.e. civil society organisations and professional organisations, which are of particular significance in their fields, the opportunity to participate in the Commissioner hearings and ask questions at them;
