Stresses the need to distinguish between the cohesion policy goals which contribute to the EU 2020 strategy and wider energy policy goals of the EU which affect also the countries which are eligible for cohesion funding; underlines that cohesion funds can be used as an additional source of funding for energy projects only if a project contributes to goals of the cohesion policy;
