Acknowledges the important role and the results of existing programmes and initiatives for mobility and points out that these are not a target in themselves, but are an instrument by which to increase the internationalisation of education systems, the dissemination of open, inclusive and less elitist training courses and the quality of curricula, educational courses and the services associated with them, such as a European e-card for students;
