Welcomes the flagship initiative on resource efficiency and points to its crucial influence on the quality of life for present and future generation; Notes that any strategy must include all of Europe's vast resources including raw materials such as fuels, minerals and metals and also resources such as food, soil, water, air, and the natural environment;

Points to the crucial role of regional policy in supporting initiatives aiming at efficient use of resources, owing to its long-term development programmes, decentralised administration system and the incorporation of the EU's priorities for sustainable development; Calls for a review of current programmes and practices to ensure that the most efficient use of resources is a key consideration within regional policy;

5. Recommends to the Members States that they involve the sub-national levels from the outset in defining priorities, planning of measures and in their implementation; Further recommends that a consultation with citizens is undertaken to provide a platform for discussion and information as the public will be key to implementing these measures and will be the ultimate beneficiaries of a resource efficient Europe;
