Recalls that marinPoints out that scarce biological resources around the ORs should be especially protected and hence only fishing vessels registered in OR ports are allowed to fish in the waters up to 100 nautical miles from the baselines of the ORs; takes the view, therefore, that the ORs' small- scale artisanal and coastal fleets should be given preferential access to fishing opportunities for highly migratory species in order to foster the diversification that is a traditional characteristic of those fleets, and that Article 17 of Regulation (EU) 1380/2013 of the European Parliament and the Council of 11 of December 2013 on the Common Fisheries Policy should be adapted accordingly;

Advocates not establishing a dedicated fund for the ORs, as comprehensive resources of the European Structural and Investment Funds are already availableCalls on the Commission to look into the possibility of creating, under the next multiannual financial framework, a specific instrument – along the lines of the POSEI relating to agriculture that is already in place for the ORs – which is designed to compensate for the additional costs of fisheries and aquaculture products in the ORs, and which must include the following EMFF Regulation provisions: Article 8 (State aids), Article 13(5) (Budgetary resources under shared management), Article 70 (Compensation regime), Article 71 (Calculation of the compensation), Article 72 (Compensation Plan), Article 73 (State aids for for implementing compensation plans);
