Recognises that, in times of crisis, young people seek education and should be encouraged to do so; calls on all Member States to secure equal access to education for all by guaranteeing a minimum right of 12 years free education from nursery school to university and securing financial support for young students, and invites Member States to invest further in education and training, even if fiscal constraints are present;
