Considers support for democracy, the rule of law, state building and human rights to be central to the ENP as expressed in art 2 of every international agreement between the EU and third countries; stresses that the EU should be willing to offer incentives and know-how to help overcome the social challenges and economic costs of undertaking democratic reforms; considers essential that the ENP provides the adequate instruments to facilitate endogenous reforms; calls the EU to closely monitor the compliance with clauses on democracy and human rights in all agreements concluded by the EU with third countries; thus, reiterates its call for the systematic inclusion of binding, enforceable and non-negotiable human rights clauses in the EU's international agreements, and their full application;
