This would help ensure an adequate supply of researchers and enhance the quality of EU research and innovation. Researchers across the EU should be able to benefit from the right training, attractive career conditions and the removal of barriers to mobility;

Building on the existing examples of institutional excellence (in the EU and abroad), such programme should envisage institutional mutual learning on governance mechanisms, human resources and IPR policies, funding, education, research and innovation organizational schemes, and societal involvement;
