Notes that the financial crisis in the EU resulted in a number of European bank failures and that as a result lenders are less willing to grant a credit to SMEs, hindering SMEs' access to finance; calls on the Member States, therefore, to create legal provisions which oblige banks to give reasons for denying credit to SMEs;
