Points out that 80% of Europe's biodiversity is to be found in the Outermost Regions; wishes to see a strengthening of the specific instruments for safeguarding and protecting biodiversity there, particularly the BEST (Biodiversity and Ecosystem Services in Territories of European Overseas) pilot scheme supported by Parliament since 2010;
