Is worried by the fact that many Member States, in particular those under market pressure, are falling behind in terms of productivity; insists on the role of structural reforms in tackling this problem; is worried by the fact that the bulk of global growth is expected to come from outside the EU in the coming years, which will necessitate a strengthening of the export capacity of Member States, as well as providing a stable framework for direct foreign investment;

Regrets the slow pace of the implementation of EU legislation by certain Member States and urges them to deliver the agreed results concerning the quality of statistics; is firmly convinced that the availability of reliable, accurate and up-to-date data provides a key element of the political decision making process; calls on the Member States to implement the recently adopted Council Directive on Requirements for the Budgetary Framework of the Member States as soon as possible;

Recalls that the economic governance legal framework ('the six pack') provides the tool of economic dialogue: "in order to enhance the dialogue between the Union institutions, in particular the European Parliament, the Council and the Commission, and to ensure greater transparency and accountability, the competent committee of the European Parliament may invite the President of the Council, the Commission and, where appropriate, the President of the European Council or the President of the Eurogroup to appear before the committee to discuss decisions taken...The competent committee of the European Parliament may offer the opportunity to the Member State concerned by such decisions to participate in an exchange of views"; calls on this tool, which enables economic co- operation and mutual understanding, to be utilised as much as possible;
