A. whereas the effectiveness of EU economic, regional and social policy are interlinked and problems of absorption capacity of different funds in Member States are similar;depends on solving problems which, although common to a number of Member States, differ from region to region on account of the specific social and cultural features of each, resulting in disparities as regards access to and use and uptake of EU funding which need to be taken into consideration,

Calls on Member States to improve information on accessibility of the ESF and raise project building capacities in order to contribute to new job-creation, in particular at regional and local level, and to make the fund more efficient in order to reduce waste and make a meaningful contribution to new job-creation; calls for support to be provided for the introduction and dissemination of specific job profiles for the provision of practical assistance to stakeholders in gaining access to ESF funding, so as to ensure that a lack of know-how in obtaining funding no longer a barrier to achieving the fund’s important strategic objectives;

Calls on the Commission to ensure that while supportinvestment ing the implementation of the Europe 2020 Strategy, cohesion policy reduces disparities and promotes a harmonious development in the EU is geared to giving cohesion policy as a whole a key role in addressing the current jobs emergency in the internal market, on the basis of a ‘think small first’ approach which acknowledges the crucial role played by European SMEs in combating unemployment;

Regrets that due to lengthy administrative procedures, complicated rules and heavy control mechanisms, the implementation of the ESF is slower than foreseen and that many potential beneficiaries are discouraged to apply for funding; calls for the fund’s objectives to be brought into line with the real requirements of a labour market that is in need of investment in upgrading vocational training and in measures to protect craft trades;
