    The Council common position incorporates the main thrust of the European Parliament's position, i.e. the need for proper coordination of the official statistics development programme with the European Environment Agency and the CORINE programme managed by the Agency. The respective roles have been described and the coordination procedures specified. In addition, the Council has introduced a number of new elements by specifying the legal basis (130S), including a programme to develop the environmental component of official statistics as a specific project under the framework programme for priority action in the field of statistics 1993-1997, clarifying the contribution which official statistics departments can make to environmental information, endeavouring to minimize the costs of replies, taking account of the need for statistics to be kept confidential, detailing the nature of the Commission's powers in implementing and adapting the programme of work, introducing a more precise procedure for coordination with the European Environment Agency and changing the advisory committee to a legislative committee (type III a).�

    The Commission included 11 of the 23 amendments adopted by the European Parliament, in particular those stressing the need for close coordination and a clear relationship between the statistical programme, the European Environment Agency and the Corine programme (although the amendments specifically referring to this programme were rejected as being irrelevant in the current situation).�

The Parliament approved the Commission's proposal subject to a compromise amendment to Article 2(1). Parliament called for the programme to be coordinated by EUROSTAT pending the setting up of the European Environment Agency and for the CORINE staff currently employed in the task force for the Environment Agency to cooperate with EUROSTAT as regards the use of the CORINE information network. In addition, Parliament wants to avoid needless overlapping with the activities of the European Environment Agency. �

    PROPOSAL FOR A COUNCIL DECISION ADOPTING A FOUR YEAR PROGRAMME 1990-93 TO DEVELOP OFFICIAL STATISTICS OF THE ENVIRONMENT - COM(90) 319 - 17/7/90 This proposed Directive provides for the framework needed for the development of official statistics on the environment. The approach will also facilitate the necessary coordination between the environmental statistics work of the official statistical services and other Community environmental information systems CORINE, the Environmental Agency - through agreement on programmes. �
