    The purpose of this proposal for a regulation was to establish a five-year support programme for the diversification and development of Latin American banana-producing countries (Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Peru and Venezuela). This programme accompanied the operation of the common organisation of the market in bananas within the European Community and was designed to strengthen cooperation between the Community and these countries as well as fostering their regional integration. To be eligible for support, initiatives had to promote the development and marketing of products in which there was not already a brisk trade (chiefly non-traditional products). Interventions would take place at two levels - pre-investment (studies, training courses, etc.) and investment (in the creation of basic production infrastructures, in business start-ups, etc.) - and would take the form of loans, grants or a combination of both. The resources required for the funding of the programme were to be allocated annually in the budget of the Communities. The Commission would manage the programme in continuous dialogue with the competent authorities in the countries concerned. It would publish an annual report informing Member States, as well as the European Parliament and the Council, of the projects that might benefit from assistance. �
