The common position took over the main aspects of the Commission's original proposal. However, it introduced certain changes aimed at ensuring effective control of the marketing and use of products covered by the directive. Thus: - the entry into force of the directive was subject to the Commission adopting a directive adapting to technical progress Directive 75/324/EEC on aerosol generators, laying down the necessary testing procedures to verify that the products complied with the directive; - the directive now referred to aerosols placed on the market and intended for sale to the general public; - a labelling requirement "For professional users only" was added in order to reinforce the restrictions on sales to the general public; - the obligatory prohibition on the marketing of products that did not meet the requirements of the directive was introduced. �

The proposal for a Council directive sought to amend Annex 1 to Directive 76/769/EEC in order to impose harmonised limits on the use of flammable gases in aerosol generators intended for entertainment or decorative purposes. The objective was twofold: to ensure maximum freedom of movement of the products concerned and a high level of protection for consumers.�
