The aim of the Commission proposal was the legislative consolidation of Council Directive 67/548/EEC on the classification, packaging and labelling of dangerous substances. The new directive was to replace the various directives covered by this consolidation process. Directive 67/548/EEC, which also prescribed the notification procedures for all new chemical substances that were put on the Community market, was the basis of the risk-prevention policy for man and the environment as defined in the Fifth Environmental Action Programme. The implementation of the directive was a prerequisite for the proper management of the risks posed by chemical substances. The consolidation in a single text of all the existing provisions should save time and administrative costs for professional users and administrative bodies. �
