The Commission's amended proposal includes 24 of the 32 amendments tabled by the European Parliament at second reading. These amendments concern: - opening the programme up to associated CEECs, Cyprus and Malta, - the definition of "career guidance", - access to the programme for disadvantaged people, - deleting the reference in the decision to the amount deemed necessary to implement LEONARDO, - comitology: this amendment reinstates the advisory committee and proposes that the same number of social partners as representatives attend with observer status. However, the Commission rejected Parliament's proposal to set up sub-committees, - generalising the European passport, - strengthening the "equal opportunities" aspect and - supporting existing aid structures for the LEONARDO programme.�

The European Parliament changed the Council's common position with 32 amendments seeking mainly to: - develop the promotion of equivalence and the mutual recognition of diplomas between Member States; - promote real equality as regards access to training by disadvantaged persons and between men and women; - make the common framework of objectives a reference framework for Member States' policies; - make the Commission responsible for supporting the European network of operational structures and agencies set up within the framework of the Comett, Eurotecnet, Force, Petra and Iris programmes; - delete all estimates of the funds needed to implement the programme; - set up an advisory committee of representatives of the Member States and representatives of the social partners; - make the Commission responsible for overall coherence with other Community programmes and initiatives for young people and disadvantaged groups and in relation to grants from the Structural Funds.�

The Council adopted a common position on this proposal for a decision in which it restructured certain elements of the LEONARDO programme: - the Council did not incorporate the Commission's proposal to create a reference framework in Annex I for policies implemented by the Member States in this area, preferring instead to integrate the common framework of objectives into the text of the decision as the basis for the implementation of the programme; - it set the amount deemed necessary (ADN) for implementing the programme at ECU 620 million; - comitology: the Council opted for a committee to act (depending on the subject) as a management committee or advisory committee, in which case (advisory committee) it would be assisted by two sub-committees and/or working parties in specific areas (initial or continuing vocational training, university/enterprise cooperation). Twelve representatives of the social partners would be able attend the committee with observer status. The Council also restructured the annexes: Annex A has been divided into 4 sections rather than 3, Annex B has been supplemented (procedures for granting subsidies and breakdown of resources available) and a new Annex C has been added, containing the general provisions of the programme. The Council also highlighted both the responsibility of the Member States for the content and organization of vocational training and the institutional and legislative specificities of each Member State.�

The Commission's amended proposal for a decision is broadly based on the amendments proposed by the European Parliament, especially the amendments seeking to: - promote equal opportunities and training projects specifically for women; - strengthen the linguistic dimension of projects under the programme which address the needs of socio-economic circles; - integrate the representation of social partners at both Community and national level; - extend access to vocational training to social categories which receive too little training; - enhance measures to coordinate the programme, especially at Member State level; - ensure that the programme follows on from present projects by relying on networks already set up; - strengthen career guidance measures in the programme; - develop exchanges and mobility; - make provision for specific measures for young people, especially those with inadequate training; - supplement the measures provided for making use of new training technologies. However, the Commission rejected the amendment opening the programme to the associated eastern European countries and the amendment concerning the role of the European Vocational Training Foundation. It also rejected the amendment on the composition of the programme committee, the amendment allocating duties to the advisory committee on vocational training, the amendment imposing binding measures on Member States as regards vocational training and social protection within the framework of the freedom of movement, the amendment seeking to break down the programme budget and the amendment extending current programmes. Finally, the Commission does not want specific current networks to be automatically renewed.�

The proposal for a decision seeks to establish an action programme for the implementation of a European vocational training policy, to be entitled "Leonardo da Vinci". This programme was to be established for a period of 5 years (from 01.01.1995 to 31.12.1999) and would be allocated a total budget of over Ecu 800 million. Leonardo would seek to improve the quality of training systems and arrangements and promote innovation in the training process and the European dimension in training at all levels, through a series of measures. The programme provided in particular for: - a common framework of objectives for Community action in this area, including: . adaptation of training to industrial change, . training to help with reintegration into the labour market, . measures to increase the mobility of teachers and young people, . cooperation between training establishments and companies, . information exchange in this area; and - a set of specific Community measures designed to support and complement the actions taken by Member States, including: . the implementation of transnational projects aimed at improving the quality of professional training, and transnational placement programmes; . the implementation of actions designed to promote innovation in the field of vocational training through transnational projects and placement programmes in other Member States; . the setting up of a European network of national authorities which would be responsible for administering the programme in the Member States. A part of this budget category would be devoted to providing aid for projects which seek to improve language skills and knowledge. �
