    The Commission's modified proposal: - accepts and rewords the amendment, which provides for the Commission to keep Parliament informed, by making reference in the recital to the Delors/Plumb interinstitutional agreement regarding the provision of information to Parliament on the measures submitted to the Committee by the Commission and by indicating clearly that this arrangement would be applicable in special cases; - incorporates the amendment which seeks to include national administrations in the awareness, information and training campaigns provided for within the framework of the IDA programme. �

    The European Parliament approved the Commission proposal subject to the two amendments it tabled, which aimed to: - ensure that Parliament was informed of all the measures submitted when they were forwarded to the advisory committee together with the indicative timetable established for the adoption of the measures by the Commission, - involve the national parliaments, together with the administrations, in the activities covered by the IDA programme. The Commission accepted all the amendments tabled by Parliament. �

    1) OBJECTIVE The multiannual IDA programme represents the European Community's contribution to the implementation of the projects of common interest and the action needed to ensure the interoperability of the trans-European networks concerned. 2) CONTENTS 1. This proposal fits into the framework of the action being carried out by the European Community on data interchange between administrations (summary 1.17.1). The Community needs to establish a framework for its contribution to implementing the trans-European data communications networks between administrations where the objectives of the proposed measures cannot be adequately attained by the Member States and are therefore, by virtue of the scale and the implications of the measures in question, best carried out at Community level. 2. The multiannual IDA (interchange of data between administrations) programme will run for five years from the date of the Decision. 3. The programme consists of two parts: * To support projects of common interest on computerized interchange of information, data and documents between administrations within the Community. The support includes feasibility studies and Community support for the practical implementation of the various projects. * To ensure the interoperability of data communications networks and applications, increase their reliability and reduce the costs. This part consists of providing technical interconnection solutions for the various administrations (defining a common architecture, harmonizing technical standards, etc.). 4. The Commission will be assisted by an advisory committee composed of the representatives of the Member States and chaired by the representative of the Commission.
