The European Parliament adopted the report by Mr Langes. It tabled a single amendment seeking the deletion of the provision which stipulated that the Commission could forego resources relating to the monetary reserve and the humanitarian reserve if they were not necessary to ensure the equilibrium between revenue and expenditure. In addition, the European Parliament reserved the right to call for the conciliation procedure to be opened should the Council intend to depart from the text approved by Parliament. �

OBJECTIVE: the proposal for a regulation sought to amend Regulation (EEC) No 1552/89/EURATOM in the light of the draft decision relating to budgetary discipline, establishing a reserve designed to guarantee loans and guarantees issued by the Community to non-member countries and a reserve for emergency aid, to be included in the general budget. CONTENT: the proposal supplemented the arrangements provided for in Regulation (EEC) No 1552/89 implementing Decision 88/376/EEC/EURATOM, through which the Member States placed at the disposal of the Commission the own resources allocated to the Communities. The proposal laid down due dates for the provision of the resources, established how these were to be used for the budget in question and gave the Commission the option to forgo using these resources, where they involved the use of the reserve for emergency aid purposes, if the situation regarding the implementation of the budget permitted. �
