    The Commission's amended proposal incorporates a number of amendments adopted by the European Parliament in plenary seeking to: - improve the definition of the rules of origin of agricultural products, - introduce new procedural regulations (measures and rules relating to authorisations granted by Member States and the transmission of information to other Member States, the economic circles affected and the Commission), - introduce technical changes to the German version of the proposal, - avoid fraudulent use of certain indications provided for in the regulation, especially in Annex V.�

    The European Parliament gave its approval in principle to the amended proposal for a regulation on the labelling, production and control of agricultural products and foodstuffs carrying indications referring to organic production methods. However, it called on the Commission to present the regulations on organic animal production on 1 January 1995 rather than 30 June. It also called for the Commission to present a proposal on a Community organic production symbol to the Council by 1 July 1995.�

    This proposal sought to amend Regulation No 2092/91 concerning labelling, production and inspection of agricultural food products bearing or intended to bear indications making reference to organic production in order: - to transform into a permanent provision the currently transitional provision of the regulation (Article 5(4)), permitting up to 1 July 1994 the labelling of products as organic products, even during the conversion period, if certain conditions were satisfied; - to affix a specific statement for products containing more than 70% of ingredients of agricultural origin, indicating the percentage of those ingredients obtained from organic production present in those products; - to restrict the use of the specific CEE indication of the Community scheme to products sold directly from the producers to the consumer and to products placed on the market as pre-packed foodstuffs; - to apply the principle that reproductive material had to be obtained from vegetables cultivated using organic production methods, whilst laying down flexible transitional provisions permitting the use of conventional reproductive material in cases where material obtained using organic production methods was not available; - to maintain and strengthen the two parallel procedures of equivalence evaluation in third countries; - to reinforce the requirements which approved private inspection bodies had to fulfil (Standard EN45011); - to give the Commission the possibility to conceive a Community symbol which would replace or supplement the indication 'agriculture biologique - Système de contrôle CEE' and to establish procedures for the application of the present regulation, - to provide for a review of the present regulation by 30 June 1999. �
