    The purpose of this proposal was formally to put forward an alternative to the Commission's proposal of 14 September 1993 on the same subject (COM(93) 437), since withdrawn. The aim was the same: to ensure that, since Community spending kept within the Community's own resources ceiling year after year, all of the funding used could go to finance Community policies. However, unlike the initial proposal, under the regulatory and budgetary procedure proposed here negative balances in resources arising from forecasting errors concerning the own resources structure would be eliminated and would thus not be entered as expenditure in the budget. The question of their possible attribution under the own resources ceiling would thus become irrelevant. In order to keep the commitment given to Parliament when the interinstitutional agreement was concluded, the Council would have to adopt the regulation before the start of the budget procedure for 1995. In practical terms the proposal involved amending Council Regulation (EEC, Euratom) No 1552/89 implementing Decision 88/376 on the system of the Community's own resources on three points: - the provisions on calculating the refinancing of the budget; - the provisions on subsequent adjustments to resources; - the provisions on special cases where the own resources ceiling was found to have been exceeded. �
