The amended proposal incorporated 10 of the 11 amendments adopted by the European Parliament, particularly those aimed at clarifying who should benefit from the programme (definition of an association) and what areas the measures should cover (creating better opportunities for women employers, giving small associations the opportunity to create jobs by employing persons in receipt of social security, new employment strategies and new services). The Commission also took over some amendments that improved the initial text, including: - the amendment providing for the establishment of an observatory along the lines of the observatory set up for SMEs; - the amendments that would provided for allocation of the appropriations available for these measures on the basis of the information contained in an updated financial statement; - the amendment that provided for less complex procedures by replacing the management committee with a consultative committee composed of representatives of the Member States and chaired by the representative of the Commission. �

The European Parliament approved the proposal for a decision with a number of amendments aimed at providing for: - a precise definition of an "enterprise in the form of an association": any non-profit-making association which provided goods or services to the public for a fixed price, whatever the cost-to-price ratio and regardless of whether the price was paid by the beneficiary or a third organisation; - the establishment of an observatory to monitor the operation of the sector in the single market; - the setting-up of an advisory committee to assist the Commission and the simplification of the procedure for the committee to deliver its opinion, which should in turn be given greater consideration by the Commission. Moreover, amendments were made to the support measures aimed at helping to: - establish favourable conditions and assess the impact of Community policies; - create better opportunities for women employers; - give associations the opportunity to create jobs by employing persons in receipt of social security; - support, coordinate and supplement the Member States and their players in developing new forms of employment and new services. �

The purpose of this proposal for a decision is to introduce a multiannual programme (1994-96) of Community action to benefit cooperatives, mutual societies, associations and foundations in the Community. The programme has an overall budget of ECU 5.6 million and will include the following sections: - action to promote, coordinate and strengthen interventions for the benefit of cooperatives, mutual societies, associations and foundations by: . strengthening the horizontal approach (studying the development of this sector in the Community, creating a favourable climate, evaluating the impact of Community legislation, organizing consultation); . supporting specific action to promote the potential for cross-border collaboration, especially for SMEs in the sector and so that groups of partners can find new activities, improve information, disseminate social innovations and strengthen the role of cooperatives, mutual societies, associations and foundations as vectors of Community policy; - strengthening action to benefit cooperatives, mutual societies, associations and foundations under other policies by: . developing Community statistics and compiling data in the wake of studies carried out in this sector; . supporting training efforts; . encouraging the development of R&D.�
