The common position took over the European Parliament's amendments aimed at maintaining Community financial support at a constant rate for the entire duration of the system. Moreover, the Council introduced new elements with regard to the initial proposal. In particular, it: - linked Community financial support to the submission of annual reports by the Member States; - added the type of treatment to the list of information that should be contained among the data gathered by the system; - clarified the provisions concerning the rules to be adopted with regard to methodology, which should aim towards greater similarity in the nomenclature and presentation of the information collected; - extended by one month the deadline for Member States to forward to the Commission their annual consolidated reports; - included in a new article the amount of Community financial resources deemed necessary for the implementation of the system from 1994 to 1997; - stipulated that at the beginning of 1995 the Commission should draw up a report, accompanied by possible proposals for amendment, on the distribution between the Member States of hospitals participating in the system from 1996; - agreed to permit the committee to examine all issues connected to the application of the decision. �

The Commission proposal aimed to extend, for the period 1994-1997, the Community system of information on home and leisure accidents (ELHASS). The system's objective was to organise and coordinate the collection of data on home and leisure accidents with a view to promoting accident prevention, improving the safety of consumer products and informing and educating consumers about better use of products. The decision did not apply to accidents at work or occupational illnesses, nor to accidents on the roads, on the railways, at sea or in the air. The Member States would be responsible for implementing the system, directly applying the data collected and sending the Commission an annual report evaluating the results obtained at national level and the conclusions drawn from them. Community grants for the hospitals taking part in data collection would be allocated on the basis of a uniform but diminishing rate: 80% of the actual costs in 1994, 70% in 1995, 60% in 1996 and 50% in 1997. During 1996, the Commission would draw up a report evaluating the operation of the system and, no later than 31 December 1997, a final report on the efficiency of the system. �
