    1994/95 AGRICULTURAL PRICES: It was proposed to keep the same seasonal adjustment of the basic price which triggers private storage measures. However, in view of past experience, the Commission proposed that, where price conditions were met, the launching of a tendering procedure for private storage aid should become optional. This would allow the Commission to decide, after consulting the relevant management committee, whether it was appropriate to launch a tendering procedure for private storage aid, avoiding periods of the year when private storage would not be suitable. This option did not involve a change of policy since the management committee had regularly recommended refusing tenders during those periods. This measure thus had the twofold advantage that it reduced red tape and prevented pointless bids from operators.�
