However, the Commission did not accept the amendment which assumed that the annual contribution to be paid in application of the proposed regulation would be fixed within the framework of the procedure for setting the annual budget. �

Parliament accepted 4 of the 5 amendments put forward by the Committee on Budgets, which sought to establish a more thorough system for monitoring the activities of the Fund. It therefore called on the Commission to present to the budgetary authority an annual report on the activities of the Fund, including a list of the projects, an assessment of the type and impact of the interventions and details of the audits and checks undertaken by the Commission's representative. In order to strengthen the mechanisms used for monitoring the activities of the Fund, Parliament also insisted that advances on the 1996 and 1997 contributions should not be paid until the Commission had received and approved the annual report and the audited accounts submitted by the beneficiary for the previous review period. The Commission accepted in substance the amendments put forward by Parliament. �

The proposal for a regulation makes provision for an annual Community contribution of ECU 15 million to be paid to the International Fund for Ireland for each of the 1995, 1996 and 1997 financial years. The International Fund for Ireland was set up in 1986 in order to contribute to the action provided for in the Anglo-Irish agreement of 15 December 1985, stipulating that the two governments would cooperate to promote the economic and social development of the regions of the two parts of Ireland which have suffered most from the consequences of the instability of recent years. The terms which it is proposed to apply to this contribution are as follows: - priority will be given to projects with a strong cross-border or cross-community element; - the contribution must have a real additional impact in the zones targeted and must supplement other public or private expenditure.�
