Parliament approved the Commission proposal subject to seven amendments, which aimed to: - include the construction of economically viable power stations as the final objective of the programme; - highlight the need for an assessment of the economic, social and environmental viability of controlled thermonuclear fusion with regard to the programme's activities; - point out the need for studies to be carried out to assess the social acceptability of fusion research; - allocate a maximum of 17% of the amount deemed necessary for the programme for staff and administrative expenditure; - highlight the fact that the appropriations available for each financial year would be determined by the budgetary authority in accordance with the availability of resources under the financial perspective; - include the criteria concerning environmental impact, safety and potential commercial viability among those laid down for the progress of the programme. �

summary
The purpose of this proposal for a decision is to establish a specific programme in research and training for the European Atomic Energy Community in the field of controlled thermonuclear fusion for the period 1994-1998. - Amount deemed necessary: ECU 794 million. - General objectives of the programme: in the long term, to jointly design safe, environmentally-friendly prototype reactors. The programme incorporates all activities undertaken in the Member States in the field of controlled thermonuclear fusion by magnetic confinement. - Scientific and technical activities: . "Next Step" activities; . JET joint enterprise; . improving concepts; . long-term technology. The programme will be implemented through shared cost actions within the framework of association contracts with the Member States or organisations in the Member States, the JET enterprise, the NET agreement and other contracts of limited duration. Provision is also made for concerted actions and accompanying measures relating to the evaluation of the programme, the dissemination of results and the training of researchers.�
