Specific RTD programme to be implemented by the JRC. The EP supported the committee's proposals. Through its amendments, the EP recommended that the amount deemed necessary for the implementation of the programme (ECU 300 million) should be increased on the basis of a joint evaluation/decision by the EP and the Council. It stated that progress on the implementation of the programme should be monitored permanently and systematically and that the EP should be kept informed of the results; it emphasised the fact that the activities of the JRC should also be based on ecologically responsible development. The Commission should undertake the tasks incumbent upon it in the area of nuclear safety on the basis of the technical expertise of the JRC. The EP stressed that the JRC should assist the Community, in the context of the Tacis programme, in working with the competent authorities of the New Independent States to set up a system of safeguards to eliminate any potential source of unlawful trade in, or misappropriation of, nuclear materials. The EP called for greater cooperation between laboratories/research institutes/industry and underlined that the JRC could make an effective contribution to the training and mobility of researchers. �

summary
The purpose of this proposal for a decision is to establish a specific RTD programme to be carried out by the Joint Research Centre (JRC) between 1995 and 1998. Provision has been made for the JRC to help implement the first action under the framework programme in the following fields: . safety of nuclear fission: research into controlling fissile materials, the safety of the fuel cycle and reactor safety; . controlled thermonuclear fusion: concentrated research into safety and environmental aspects and into activities within the framework of the ITER agreement (materials and remote handling). Projects will include institutional research activities and institutional scientific and technical support activities. The amount deemed necessary to implement the activities of the JRC is ECU 300 million.�
