    The Commission's amended proposal includes the amendments by the European Parliament dealing with: the deadlines for implementing the programme (the first appropriations will be committed within twelve months of the adoption of the programme at most), efforts to simplify, improve and make procedures more transparent, staff and operating costs, the reference to the financial perspectives, the need to evaluate the economic and social impact and, more importantly, the consequences on employment of projects implemented within the framework of the programme and the need to evaluate the impact of any technological risks from these activities. The Commission did not incorporate the amendments on comitology, international cooperation (extending the Commission's negotiating mandate to the countries of the Mediterranean basin) or systematic priority for SMEs when selecting projects.�

    The purpose of this proposal for a decision is to establish a specific RTD and demonstration programme in the field of industrial and materials technologies for the period 1994-1998. - Amount deemed necessary: ECU 1,623 million. - General objective of the programme: to promote the development, integration and application of critical generic technologies used in the various stages of the life cycle of products and materials through multidisciplinary and multisector collaboration. Research fields covered by the programme: - production technologies for the industry of the future: . integration of new technologies in production systems . development of technologies for actual production . rational management of raw materials . reliability of production systems . human factors in production systems; - technologies for product innovation: . materials engineering . new methods of product design and manufacture; . reliability and quality of materials and products; . recycling of products at the end of their life span; - technologies for means of transport: . vehicle design and integration of systems; . vehicle production; . vehicle efficiency; . environmental technologies . vehicle security . vehicle operation. Participation in the programme is open, with financial support from the Community, to all legal entities established in the Community or in an associated country following an agreement with the said third country, and to the Joint Research Centre. The programme will be implemented through shared cost actions, concerted actions, specific measures and accompanying measures relating to international cooperation, the dissemination of results and the training of researchers and users. The Commission is authorised to start negotiations with a view to concluding international agreements with third European countries, in order to associate them with all or part of the programme.�
