The Commission's amended proposal includes the amendments by the European Parliament dealing with: the deadlines for implementing the programme (the first appropriations will be committed within twelve months of the adoption of the programme at most), efforts to simplify, improve and make procedures more transparent, staff and operating costs, the reference to the financial perspectives, the need to take account of activities relating to standardisation and measures and tests in the steel industry, where these activities are of a pre-standardisation, multisectoral nature, and the need to establish harmonised systems of measures, reference materials and standards, especially in the Member States with poor measurement and test infrastructures. The Commission did not incorporate the amendments on comitology, international cooperation (extending the Commission's negotiating mandate to the countries of the Mediterranean basin) or systematic priority for SMEs when selecting projects.�

summary
The purpose of the proposal for a decision is to establish a specific RTD and demonstration programme in the field of standardisation, measures and tests for the period 1994-1998. - Amount deemed necessary: ECU 167 million. - General objective of the programme: to improve the competitiveness of all sectors of European industry by promoting industrial innovation, improving the definition and quality control of products, using more efficient measuring procedures during production and mutually recognizing certificates in accordance with the overall approach to establish conformity. Research activities will cover the following subjects: - measures for European quality products; - research into standards and technical support for trade; - measures for the benefit of society (health and safety, environmental monitoring, judicial system, European cultural heritage). Participation in the programme is open, with financial support from the Community, to all legal entities established in the Community or in an associated country following an agreement with the said third country, and to the Joint Research Centre. The programme will be implemented through shared cost actions, concerted actions, specific measures and accompanying measures relating to international cooperation, the dissemination of results and the training of researchers and users. The Commission is authorised to start negotiations with a view to concluding international agreements with third European countries, in order to associate them with all or part of the programme.�
