    The Commission's amended proposal took over the European Parliament's amendments concerning: the implementation schedule for the programme (the first appropriations would be allocated within twelve months of the adoption of the programme); the measures to simplify and improve the procedures and make them more transparent; the staff and administrative expenditure; the reference to the financial perspective; the establishment, in the fisheries sector, of a specific budget line to finance the collection of information and development of databases, in cooperation with the Member States. With regard to the technical content of the programme, the amendments accepted by the Commission concerned: research on the treatment of agricultural and agro-industrial waste to obtain by-products or agricultural fertilisers; research to be carried out in the agricultural sector in areas relating to the preservation of genetic heritage and biodiversity in seeds of indigenous species; the development of water management models; work to improve the selection of fishing material. The Commission did not accept the amendments concerning comitology, international cooperation (extension of the Commission's negotiating mandate to the countries of the Mediterranean Basin) and the systematic priority for SMEs in the selection of projects. �

    The proposal for a decision aimed to establish a specific programme of research and technological development, including demonstration, in the field of agriculture and fisheries (including agro-industry, food technologies, forestry, aquaculture and rural development) for the period 1994-1998. - Amount deemed necessary: ECU 607 million. - General objectives of the programme: to improve the competitiveness of the agro-industrial sector and primary production in Europe; to improve the quality of agricultural, forest and fisheries products together with foodstuffs; to contribute to the application of the CAP, rural development and the preservation of employment in rural areas; to contribute to a better match between the production and utilisation of biological raw materials. - Areas of research covered by the programme: integrated production and processing chains; scaling-up and processing methodologies; generic sciences and advanced technologies for nutritious foods; agriculture, forestry and rural development; fisheries and aquaculture. Participation in the programme was open, with financial support from the Community, to all legal entities established in the Community or in an associated country, following the conclusion of an agreement with that country, as well as to the Joint Research Centre. The programme would be implemented through shared-cost actions, concerted actions, specific measures and accompanying measures relating to international cooperation, the dissemination of results and the training of researchers and users. The Commission was authorised to hold negotiations with a view to concluding international agreements with third countries in Europe in order to involve them in all or some of the programme. �
