The Commission's amended proposal took over the European Parliament's amendments concerning: the implementation schedule for the programme (the first appropriations would be allocated within twelve months of the adoption of the programme); the measures to simplify and improve the procedures and make them more transparent; the staff and administrative expenditure; the reference to the financial perspective; the contribution of Community instruments such as Phare, Tacis and the European Development Fund; access by Eastern countries to European information networks; cooperation with developing countries in the field of advanced technologies. The Commission did not accept the amendments concerning comitology, international cooperation (extension of the Commission's negotiating mandate to the countries of the Mediterranean Basin) and systematic priority for SMEs in the selection of projects. �

The proposal for a decision aimed to establish a specific programme of research and technological development, including demonstration, in the field of cooperation with third countries and international organisations for the period 1994-1998. - Amount deemed necessary: ECU 540 million. - General objectives of the programme: to enhance the Community's scientific and technological capacity, to support the implementation of Community policies relating to third countries and to help resolve regional and global problems. The programme covered four areas of action: - Cooperation with other fora for European scientific and technological cooperation: COST actions, Eureka, international organisations; - Cooperation with the countries of Central and Eastern Europe and the New Independent States of the former Soviet Union; - Cooperation with non-European industrialised third countries; - Cooperation with developing countries. Participation in the programme was open, with financial support from the Community, to all legal entities established in the Community or in an associated country, following the conclusion of an agreement with that country, as well as to the Joint Research Centre. The programme would be implemented through shared-cost actions, concerted actions, specific measures and accompanying measures relating to international cooperation, the dissemination of results and the training of researchers and users. The Commission was authorised to hold negotiations with a view to concluding international agreements with third countries in Europe in order to involve them in all or some of the programme. �
