This proposal for a regulation aimed to amend Council Regulation 1602/92/EEC temporarily derogating from implementation of Community anti-dumping measures on imports into the Canary Islands of certain sensitive products. This system of derogation aimed to ensure the continuity of supply of products destined for local or tourist consumption on the Canary Islands market at equivalent prices to those on the market before the introduction of the common trade arrangements. These products were thus imported into the Islands with an exemption from anti-dumping duties, which were collected when the products were re-exported to the remainder of the Community's customs territory. For reasons of clarity and legal certainty, the Commission proposed explicitly inserting this clause in the regulation (specific destination clause) so that the Spanish authorities took the necessary measures to ensure that: - the suspension of tariff duties was granted solely to products destined for local or tourist consumption; and that - the CCT duties were collected when these products were dispatched to other parts of the Community. In addition, these authorities should forward to the Commission the data relating to the use of the fixed quantities of such products on the fifteenth of the month following each quarter from 15 September 1992 (in fact, a error in Regulation 1602/92/EEC distorted the interpretation of the Spanish authorities, resulting in the data transmitted by the authorities being unusable by the Commission departments until now). �
