The Commission's amended proposal includes amendments from the European Parliament which aim to : - accord a particular importance to investment projects allowing the creation of jobs for women and young people and taking into account the impact on the environment of all the actions; - guarantee respect for confidentiality of information contained in the Commission's annual report concerning the investment projects financed; - provide that the projects evaluation reports are transmitted to the Parliament, the Council and the Member States; - include amongst the performance indicators agreed for each project: the control of the functional and continuous nature of jobs and the proportionality of funding in comparison to the number of jobs created. On the other hand, the Commission has not taken up the amendment aiming to substitute for the MED Committee, a consultative committee of type I.�

The European Parliament approved the Commission's proposal subject to 6 amendments. These aimed to : - complement the objective of the regulation by also including projects on renewable energy, the creation of jobs for women, and the orientation of young people towards specific training which favours the activities required by the projects; - specify the nature of the consultative committee provided for the implementation of the co-operation actions which should be type I, defined by Article 2 of Council Decision 87/373/EEC, fixing the terms of implementation conferred on the Commission; - establish the deadline of the 30 April of each year for the presentation of the report that, in accordance with the Regulation, the Commission must present to the Council and to the Parliament, by specifying that this report must be the basis of the updating of the financial documents of each action; - submit also to the Parliament and to the Council the evaluation reports for projects evaluated by the Commission that are sent to the Member States; - specify, among the performance indicators laid down for each project, those of control of a functional nature and the proportionality of the funding in comparison to the number of jobs created. �

As a result of the persistent high unemployment in the Maghreb countries and the resulting migratory pressures and political and social problems, a budgetary line for "exceptional measures for the creation of employment in the Maghreb countries" was created in 1993. The programmes funded under this budget line should have a direct and immediate impact and supplement the more long-term development actions planned within the framework of the financial protocols of the cooperation agreements between the Community and these countries. This proposal aimed to lay down the detailed arrangements and administrative rules concerning the actions financed under this budget line: - The key areas were: creation and development of small and micro-enterprises, vocational training, industrial restructuring, institutional development, access to information. - The aid, which was non-refundable, would be allocated to investment projects, feasibility studies, technical assistance and training activities. - It could be combined with EIB funding. �
