    Since the implementation of Council Directive 90/44/EEC amending Council Directive 79/373/EEC on the marketing of compound feedingstuffs, harmonised labelling rules for compound feedingstuffs had been adopted and Commission Directive 92/87/EEC had established a list of the main ingredients normally used and marketed for the preparation of compound feedingstuffs intended for animals other than pets. The current proposal for a directive made certain amendments to Directive 79/373/EEC. It aimed in particular to do away with the differences between national legislations on straight feedingstuffs and raw materials. To this end, it introduced a common term "feed materials" and a definition of this term that encompassed straight feedingstuffs and raw materials. The proposal thus replace those terms and their definition, in Directive 79/373/EEC, with the new common definition. Moreover, "mixtures of feed materials" other than those explicitly referred to as feed materials should be considered "semi-manufactured compound feedingstuffs", subject to the special labelling provisions laid down for this category of feedingstuffs in Council Directive 79/373/EEC. Finally, the proposal contained a list of the principal raw materials for feedingstuffs used in compound feedingstuffs. Before the entry into force of the proposed directive, measures should be taken to ensure that Directive 92/87/EEC was repealed by the Commission. �
