In order to take account of the practical difficulties encountered in applying the hygiene requirements laid down in Directive 64/433/EEC, certain technical amendments were proposed with a view to permitting trade in cuts of all types of offal, clarifying the obligation to indicate the official veterinary approval number on the accompanying commercial document or certificate for meat from authorised cold stores, and clarifying the provisions relating to the accompanying document or certificate. In light of the application of the maximum handling limits laid down in Article 4, it was proposed that these maximum levels be aligned with those adopted by the Council in Directive 92/120/EEC for low-capacity slaughterhouses and cutting plants, and to extend the arrangements for small establishments to small cold stores. Small establishments should be authorised to market their products throughout the Community and to stamp their meat with the oval stamp. Finally, it was proposed that the Member States should be authorised, in justified cases, to exceed the maximum weekly handling limits to take account of specific circumstances. �
