    Parliament approved the Commission proposal subject to two amendments. These amendments aimed to: - link the system of protection to the actual duration of the market crisis. The Commission was responsible for devising a legal procedure to ensure that this compensation mechanism was compatible with the commitments made by the European Union under the GATT Agreement. The Commission accepted this amendment. - increase from 85% to 91% the lower compensation triggering threshold. The Commission did not accept this amendment. �

    In amending Regulation (EEC) No 3759/92 on the common organisation of the market in fishery products and aquaculture, the proposal for a regulation contained three areas of key provisions: 1) The enlargement envisaged for 1 January 1995 called for certain adjustments: in light of the maintenance of the Norwegian system for recognising producers' organisations, it was necessary to provide for the possibility of exclusively recognising producers' organisation for a specific area of activity; in addition, the list of products eligible for market support mechanisms was to be supplemented; 2) The Commission had promised to take a decision on the possible proposal to revise the compensatory allowance for tuna before 31 December 1994; 3) Finally, the serious crisis in the fishery sector called for adjustments to the common organisation of the markets. To this effect, proposals were made to: - substitute the current system of a priori control of the extensions of discipline with regard to producers' organisations with a posteriori checks in order to shorten the time frame for their implementation; - lay down the requirement for non-members who marketed products within an area for which a producers' organisation was representative to comply with the withdrawal price for the products involved should the market be seriously disturbed; as a result, it provided for an indemnity from the Member States for non-members required to comply with the withdrawal price; - grant specific recognition and temporary aid for producers' organisations that implemented a plan to improve the quality and the marketing of the products approved by the competent national authorities; - provide for special financial compensation for withdrawals effected in exceptional circumstances for a limited period of time, as a result of a disturbance on the market, in order to relieve the accounts of the producers' organisations. Moreover, the regulation banned the use by producers' organisations of the 10% margin of tolerance below the Community withdrawal price or selling price for products whose importation was subject to minimum prices. �
