The aims of this amendment were: - to specify that the progressive reduction of the amount related to the unit amount, and that at the same time it was necessary to ensure that these problems were resolved in a neutral manner from a budgetary point of view. The proposal for a Council regulation aimed to correct the unintended confusion arising from the application of the deseasonalisation premium provided for by Regulation (EEC) No 805/68 in order to encourage the putting-up for slaughter of castrated male bovine animals outside the annual "off-grass" period. In practical terms, the measure proposed aimed to prevent a sudden fall in the number of animals slaughtered at the end of the period of application of the deseasonalisation premium (end of April) by introducing a reasonable extension to this period combined with a progressive reduction in the unit amount of the premium, with a view to resolving this problem without affecting the budget. The new amounts for the deseasonalisation premium had been calculated on the basis of the average number of animals slaughtered weekly during 1994 and 1993 in Ireland, where most of the animals concerned were located. To this end, the amounts saved as a result of the reduction of the amount of the premium in April could be applied to the new requests for premiums that would be submitted in May and June, thus achieving the budgetary neutrality envisaged. �
