The Commission's amended proposal took over the European Parliament's amendments relating to the following aspects: - the introduction of a reference to the Declaration on the outermost regions of the Community, annexed to the Treaty on European Union; - a reminder of the social and economic importance of small-scale and coastal fishing in these regions; - the need to rationalise the fishing effort with a view to ensuring sound management of stocks, and taking particular account of the study carried out to this end by various scientific institutions in the outermost regions (without mentioning the names of any specific institutions); - the possibility of using tuna from other Member States if the total annual quota of 15 000 tonnes was not used up; - the introduction of an article identifying the beneficiaries of the system; - the inclusion of the Committee of the Regions and Economic and Social Committee among the bodies that should receive the Commission report. The other EP amendments were rejected. �

The European Parliament approved this proposal for a regulation with several amendments. The EP felt that the fishing effort should be rationalised with a view to ensuring sound management of stocks, which was why it amended the procedure proposed by the Commission as follows: - a payment of ECU 155 per tonne up to a maximum of 13 000 tonnes per year of tuna (compared to the 15 000 tonnes proposed by the Commission) caught by vessels registered in the ports of the Azores or Madeira, in other words 8 000 tonnes per year for the Azores (instead of 10 000 tonnes) and 5 000 tonnes per year for Madeira; - for small-scale and coastal fishing in the Azores, a payment of ECU 155 per tonne for small pelagic and demersal species for marketing, processing or freezing such as black-mouth dogfish, silver scabbardfish, alfonsino, conger eel, hake, horse mackerel and chub mackerel, up to a maximum of 2 000 tonnes per year. If the catches in the Azores or Madeira did not use up the total quota, the parties concerned could use tuna from other Member States. Parliament also stipulated that the measures provided for in this Regulation applied only to the producers of the three regions concerned. Finally, it called on the Commission to submit to the European Parliament and the Council by 1 May each year a statement of payments effected pursuant to this Regulation including a detailed list of beneficiaries. �

The present proposal seeks to set up a system of compensation for the additional costs incurred in the marketing of certain fishery products from the Azores, Madeira, the Canary Islands and the French department of Guiana, as a result of their very remote location. The aim is to bring operating conditions to the same level as those found on the continent of Europe, in order to enable this sector to integrate into the single market. The scheme being proposed is as follows: - Azores and Madeira: payment of ECU 155 per tonne for a maximum quantity of 15,000 tonnes of tuna per year delivered to the local industry, namely 10,000 tonnes for the Azores and 5,000 tonnes for Madeira; - Canary Islands: payment of ECU 125 per tonne of tuna intended for marketing as fresh produce, for a maximum quantity of 10,400 tonnes per year, ECU 45 per tonne of frozen tuna, for a maximum quantity of 3,500 tonnes per year, ECU 85 per tonne of sardines and mackerel intended for processing, up to a maximum quantity of 10,500 tonnes per year, and ECU 45 per tonne of sardines and mackerel intended for freezing, up to a maximum quantity of 7,000 tonnes per year. - Guiana: payment of ECU 865 per tonne for a maximum quantity of 3,500 tonnes per year of shrimps (industrial fishing) and ECU 930 per tonne for a maximum quantity of 500 tonnes per year (traditional fishing). These measures are designed to support the market and are to be financed by the EAGGF Guarantee Section. �
