The European Parliament approved this proposal for a regulation with the following amendments: - the European Union should play a more significant role in the protection of fish stocks in the area covered by this agreement and throughout the world; - before any prolongation of the scheme and before submitting any new proposal concerning the Scheme of Joint International Inspection and Surveillance, the Commission should submit a report to the EP and the Council on the implementation and effects of the pilot scheme, and propose means for achieving a better contribution towards conservation and greater value for money; - the European Union should seek a permanent and strict regime for conservation measures, with appropriate enforcement provisions, to protect fish stocks in the NAFO area over the long term. �

The proposal for a regulation seeks to amend Regulation (EEC) No 3928/92 establishing a NAFO pilot observation scheme applicable to Community fishing vessels operating in the Regulatory Area of the North-West Atlantic Fisheries Organization. The proposal is aimed solely at extending this observer programme - in which the Community, as a contracting party to the NAFO Convention, has been participating - by one year until 31.12.1995. This extension should in no way change the duties or numbers of the observers appointed by the Member States to implement the programme. The Member States may continue to expect financial contributions from the Community in order to implement the pilot programme. �
