In adopting the report by Mrs Helena TORRES MARQUES (PSE, P), Parliament approved the proposal for certain amendments relating mainly to the following: - greater emphasis on transparency (data obtained by the Commission, with the exception of confidential information, should be accessible to each citizen of the EU who requests it); - the ending of additional time periods for the transfer of data by Member States beyond 1 January 1995; - measures designed to prevent normal rules of confidentiality from standing in the way of the objectives of comparability and compatibility of statistical data for the 1995 European system of accounts (ESA); - the provision of information to Parliament on the impact of introducing the new ESA in each Member State; this information should be available before 01.01.2000; - assessment of the operation of the 1995 ESA in 1999, to be followed by possible proposals for amendment from the Commission before 01.01.2000. �

When presenting the amendments adopted by the Committee on Economic and Monetary Affairs, the rapporteur pointed out that the most important amendments related to: greater emphasis on transparency, the ending of additional time periods for the transfer of data by Member States beyond 1 January 1995, and measures designed to prevent normal rules of confidentiality from standing in the way of the objectives of comparability and compatibility of statistical data for the ESA. In her response Commissioner Bjerregaard emphasised that the harmonisation of statistics would improve information and the comparability of data. As that would make it easier to assess the coordination of economic policies, it would also help to prepare for Economic and Monetary Union. Moreover, she felt that it would be difficult to depart from the timetable in the initial proposal. She stated the Commission had reservations about most of the amendments.

The aim of the draft regulation was to establish: - a methodology on common standards, definitions, classifications and accounting rules, to be known as the European System of Accounts (ESA), which would be used for compiling accounts and tables on comparable bases for the purposes of the Community (Annex A); - a programme for transmitting to the Commission (Eurostat), on precise dates, the accounts and tables compiled according to the ESA (Annex B). The first transmission of data in accordance with the ESA-95 would be undertaken for the years 1995, 1996 and 1997, and as from 1.1.1998 at the latest. The deadline would be extended for certain Member States, and would expire on or before 1.1.2005. The action seeks to harmonize the concepts and nomenclatures used for data collection, and to define the type of information required by the main users: Community institutions, national, regional and local administrations, international organizations, economic operators and research bodies. The collection process itself and the methods used for this collection would be the responsibility of the Member States, all of which are affected by the proposal. The programme also seeks to propose that statistical surveys or statistical processing surveys, based on existing data, be undertaken of the statistical systems operated by Member States, in accordance with the common procedures used in national accounting. �
