summary
Adopting the report by Mr Raymond CHESA (UPE, F) on the economic and trade aspects of the partnership and cooperation agreement between the European Union and the Republic of Kyrgyzstan, the European Parliament hoped that measures taken by the future WTO could be applied as fully and as quickly as possible to Kyrgyzstan. It welcomed the provisions of the partnership agreement concerning intellectual, industrial and commercial property laid down in anticipation of the implementation of the future WTO. It approved in particular the provisions concerning employment and the conditions under which companies may establish but hoped that future relations between the EU and Kyrgyzstan would permit greater flexibility in these areas. It hoped in particular that there would be a higher volume of both public and private investment in this country. The European Parliament agreed with the priorities set by the Commission for cooperation with Kyrgyzstan, namely economic and social development, development of human resources, support for industry, agriculture, transport, energy and civil nuclear safety, environmental protection etc., but considered that particular attention needed to be paid to measures to promote the training of Kyrgyz students, business executives and civil servants in the structures and workings of the EU's industrial, legal and economic systems. It also considered that the environment should be a key area of cooperation. It called on the Member States to intensify their relations with Kyrgyzstan in order to help consolidate democracy in this country. Thus, while welcoming the partnership agreement, it considered that, given the geopolitical situation of this country (between Europe and Asia), the Commission should consider how relations between the EU and Kyrgyzstan could be enhanced.�
