summary
Adopting the report by Mr Jan Marinus WIERSMA (PSE, NL) on relations between the European Union and the Republic of Moldavia, the European Parliament focused on the economic and trade aspects of the partnership and cooperation agreement between the European Union and Moldavia. It recalled that this agreement had been concluded for an initial period of 10 years and was based on respect for democracy, the principles of international law and human rights, the principles of the market economy and a negotiated solution to the problems of the rights of minorities. It approved the general principle of this partnership and cooperation agreement, which made provision for the possibility of establishing a free trade zone between the European Union and this country to be examined in 1998. The trade in textile products was governed by a separate agreement, while the trade in ECSC products was not subject to most favoured nation criteria. The trade in nuclear materials would be governed, if appropriate, by specific agreement. Parliament highlighted the need for a bilateral agreement on trade in the wine sector, which was the most dynamic sector in terms of exports, and for the European Union market to be made more accessible to Moldavian agricultural produce. As far as trade and investment were concerned, Parliament approved the general objectives of measures on working conditions, conditions under which companies may establish and operate and cross-border services. It acknowledged the efforts being made by Moldavia as regards payments on current account and the capital account, competition, protection of intellectual and industrial property and legislative cooperation. It approved the list of subjects which could be subject to economic cooperation and highlighted the importance of cooperation in the field of education and training, the fight against crime, energy, environmental protection, transport and social affairs. Finally, it welcomed the results of the TACIS programme in this country.�
