  The European Parliament adopted this proposal for a regulation with the amendments adopted on 16 June 1995 and the following amendments: - a premium of ECU 22.25 per tonne of starch produced would be paid to undertakings producing potato starch for the quantity of starch produced within the maximum quota limit, provided that they had paid to potato producers the minimum price, referred to in Article 8 of Regulation (EEC) No 1766/92, for all the potatoes necessary to produce starch up to that quota limit; - on or before 31 October 1997 and thereafter at three-yearly intervals, the Commission should present to the Council and the European Parliament a report on the allocation of quotas within the Community, accompanied by appropriate proposals. This report should take account of the development of the potato-starch market as well as that of the cereal-starch market. �

  The proposal for a regulation seeks to extend the quota system for the production of potato starch to the new Member States. The quotas are established on the basis of actual starch production during 1993, which is the representative year for production. At the same time, the current Council Regulation is amended in order: - to ensure that the compensation payment due to the farmer is limited to the quantity of potatoes which corresponds to the sub-quota of the starch production plant; - to correct an error which could lead to an inaccurate interpretation of the quantity which must be exported without benefit of restitution. �
