  OBJECTIVE: the proposal for a decision aims to conclude an interim agreement on trade and accompanying measures between the Community, the ECSC and Euratom, of the one part, and the Republic of Kazakhstan, of the other part. SUBSTANCE: the interim agreement enables the trade provisions and accompanying measures of the Partnership and Cooperation Agreement concluded between the Community and Kazakhstan to be implemented on a temporary basis, pending the final entry into force of the partnership agreement. This interim agreement replaces the trade provisions of the Agreement on Trade and Commercial and Economic Cooperation concluded in 1989 between the Community and the USSR where it refers specifically to Kazakhstan. The present Agreement is concluded by the Council on behalf of the Community, after consultation with Parliament (in accordance with Articles 113 and in conjunction with Article 228 (second paragraph, first sentence) of the Treaty on European Union). �
