The European Parliament approved the proposal amending the regulation, with the following amendments: - Member States are required to take up the measures proposed in the regulation (and are no longer free either to implement the measures or not); - the number of beneficiaries is counted in global terms and is only limited by the number of job reductions in the total fleet of each country (and not on a boat-by-boat basis). �

The rapporteur noted that the Commission proposal envisaged three aid measures: subsidising the early retirement schemes of the Member States; granting compensatory payments to fishermen for permanent cessation of fishing activities; and granting aid to compensate for unemployment due to bad weather or market fluctuations. The report considered that the measures proposed were only a first step. Commissioner BONINO agreed with this comment and stated that they had to go even further. As far as the criticisms of the proposal were concerned, she stated that as the allocation of Structural Funds had been decided in Edinburgh, it was not possible to release additional funds. Mrs BONINO also highlighted the non-compulsory nature of the Structural Funds, which had been a precondition for adoption by the Council. Finally, as regards the amendment calling for compensatory payments to be calculated on an overall basis, the Commission felt that both versions (that of the Commission and that of Parliament) had the same meaning. Amendments Nos 12, 13, 14, 15 and 17 were rejected.

summary
The proposal for a regulation was aimed at extending the range of socio-economic measures already available under the Structural Funds to provide aid to enterprises and persons in the fisheries sector and to areas which are dependent on the fishing industry, in order that this sector would not be deprived of its dynamic and skilled elements as a result of reductions in fishing capacity. It was therefore proposed to implement new measures at Community level, including actions in favour of older fishermen, in the context of existing FIFG provisions: - co-financing of national early-retirement schemes for fishermen (with the exception of support for retirement contributions paid pending normal retirement at the legal age); - granting of individual flat-rate payments to fishermen, based on an eligible cost which is limited to ECU 7,000 for each individual beneficiary, for the permanent cessation of fishing activities by the vessel on which the beneficiaries work; - aid for establishing a fund for unemployment due to bad-weather and mechanisms for providing financial compensation to fishermen in the event of dramatic fluctuations in the price of the products landed. The new measures were to be introduced on an optional basis and it would be left to the discretion of Member States themselves to define, in their own specific context, the legal framework needed for their implementation. �
