Details

Following the approval by Parliament of its common position of the previous 30 November, the Council adopted the Decision amending Decision 1110/94/EC concerning the Fourth Framework Programme of Research and Technological Development (1994-1998).

Details

The rapporteur, Mr LINKHOR, welcomed the fact that the common position of the Council had taken over the main amendments drawn up by Parliament at first reading. He regretted that the administrative costs associated with the introduction of the projects were seriously diminishing the impact of the appropriations and was disappointed to see that the research share of GDP was declining throughout the European Union. Finally, the rapporteur protested about the fact that Parliament was unable to intervene in the area of nuclear research programmes. He therefore thought that the Intergovernmental Conference should institute the codecision procedure in the EURATOM Treaty. As regards the financial supplement to the Fourth Framework Programme, Commissioner CRESSON pointed out that the Commission was faced with the problem of being realistic while at the same time delivering an efficient system. Given the difficult budget conditions, and in view of the fact that the Council had reached its decision by unanimous agreement, the Commissioner thought that the allocation of ECU 700 million was far from negligible. Finally, with regard to the slow pace and administrative cost of the procedures Mrs Cresson, while expressing her desire to see the situation improved, wanted the Commission to adopt a strict approach to the management of the programmes.

Details

Mr LINKOHR (PSE, D) noted that Parliament had a power of codecision in the area of non-nuclear research, but could only be consulted on nuclear research. It was crucial to put an end to Parliament’s ‘impotence’ in this area. Following the accession of Finland, Sweden and Austria, appropriations for the RTD programme should increase by 7% over the entire programme. Moreover, research could not just be managed; it had to be stimulated. The Commissioner, Mrs CRESSON, shared the concerns about proper administration of certain Council delegations with a view to ensuring that the increase in management and personnel expenditure was considerably lower than the overall increase in the research budget and she hoped that a compromise would be reached on this point. As regards the two amendments tabled by the Committee on Energy, the Commission could take over the amendment on the allocation of the supplementary funds between the two periods covered by the framework programme as part of the annual budgetary procedure. However, it rejected the second amendment, which sought to apply the 7% increase to the additional expenditure of ECU 700 million, as it would prefer to look at this issue during the debate on additional expenditure to be held in the last quarter of the year, in accordance with the established work programme.

The ESC could not but approve these proposals, which merely implemented decisions already taken under the budgetary procedure. It noted that the proposed increase in no way implied an increase in the overall research effort. This adjustment was all the more necessary as the budget initially allocated for the implementation of the framework programme had been inadequate. Because this increase was across the board, it did not affect research priorities or the balance between the specific programmes. The ESC stressed that these proposals should not serve as a pretext for reopening a debate on this matter. It pointed out that under the Decisions on the framework programme (1994-1998), a possible extra ECU 700 million could be granted by 30 June 1996 at the latest for carrying out the framework programme, in the light of a review of its implementation to date.

Details

Following from the trialogue of 29 November 1994 on adapting the financial perspective to take account of enlargement, the Commission proposed an automatic across-the-board increase of 7%. The Presidency noted that the Council - was in broad agreement on the need for an early decision based on an across-the-board increase in both programmes; - warmly welcomed the Commission’s commitment to concentrate the increase on research actions proper; any increase in administrative costs should therefore be limited and properly justified; - stressed that it was imperative that such a decision comply with the financial perspective, in particular heading 3, and not prejudice decisions to be taken later on the possible additional financing provided for in the framework programmes and due to be examined in due course.

It was crucial to put an end to Parliament’s ‘impotence’ in this area. Following the accession of Finland, Sweden and Austria, appropriations for the RTD programme should increase by 7% over the entire programme. Moreover, research could not just be managed; it had to be stimulated. The Commissioner, Mrs CRESSON, shared the concerns about proper administration of certain Council delegations with a view to ensuring that the increase in management and personnel expenditure was considerably lower than the overall increase in the research budget and she hoped that a compromise would be reached on this point. As regards the two amendments tabled by the Committee on Energy, the Commission could take over the amendment on the allocation of the supplementary funds between the two periods covered by the framework programme as part of the annual budgetary procedure. However, it rejected the second amendment, which sought to apply the 7% increase to the additional expenditure of ECU 700 million, as it would prefer to look at this issue during the debate on additional expenditure to be held in the last quarter of the year, in accordance with the established work programme.
