summary
The purpose of this proposal for a decision is to conclude a provisional fisheries agreement between the Community and Canada within the context of the NAFO convention (Northwest Atlantic Fisheries Organization). The purpose of this agreement, which consists of a joint protocol, an exchange of correspondence and an exchange of memoranda, is to strengthen collaboration between the parties on the rational management and conservation of fish stocks. The agreement makes provision in particular for a series of fisheries control and application measures and for the allocation of authorized catches of black halibut in the fisheries zone. At the same time, and in the wake of various disputes as the result of Canada's extending the scope of its law on the protection of coastal fisheries and seizing a series of Community ships on the high seas outside the Canadian 200-mile limit (especially Spanish and Portuguese ships), the agreement includes an undertaking by Canada to repeal the disputed legislation and stop the proceedings which it has instituted against Community ships (especially the Spanish ship "Estai").�
