Details

The Council adopted, with the Finnish delegation voting against, the Regulation amending the Community arrangements applicable to oilseeds in order to take account of the accession of Austria , Finland and Sweden . In amending Regulation (EEC) No 1765/92 establishing a support system for producers of certain arable crops, the Council has adapted the Community maximum guaranteed area (MGA) in the oilseed sector and allocated national reference areas (NRAs) to the three new Member States. Those areas correspond to the area actually used for the cultivation of oilseeds over the three years preceding accession, i.e. 147 000 ha for Austria , 70 000 ha for Finland and 137 000 ha for Sweden . The Community MGA accordingly increases from 5 128 000 ha to 5 482 000 ha. Explanation of Finland’s vote: ‘Finland considers that the Blair House Agreement may be interpreted in a way that the oilseed base area for Finland can be based on a production area which reflects the 15% compulsory set­-aside rate used during the reference period. Therefore, the national reference base area should be set at 82 350 ha. Therefore Finland votes against the proposal’.
