  The proposal for a regulation aimed to allocate the national reference areas for oilseeds for Austria (147 000 hectares), Finland (70 000 hectares) and Sweden (137 000 hectares). For Austria and Finland, aid was calculated on the basis of oilseed production, whilst for Sweden aid was calculated on the basis of cereal production. �

In amending Regulation (EEC) No 1765/92 establishing a support system for producers of certain arable crops, the Council has adapted the Community maximum guaranteed area (MGA) in the oilseed sector and allocated national reference areas (NRAs) to the three new Member States. Those areas correspond to the area actually used for the cultivation of oilseeds over the three years preceding accession, i.e. 147 000 ha for Austria , 70 000 ha for Finland and 137 000 ha for Sweden . The Community MGA accordingly increases from 5 128 000 ha to 5 482 000 ha. Explanation of Finland’s vote: ‘Finland considers that the Blair House Agreement may be interpreted in a way that the oilseed base area for Finland can be based on a production area which reflects the 15% compulsory set-aside rate used during the reference period. Therefore, the national reference base area should be set at 82 350 ha.
